An Ontario tribunal has ordered the province to pay social assistance benefits to a man who has lived in Canada illegally for more than two decades, after ruling that provincial welfare rules do not require legal immigration status.
The case, decided in May by the Ontario Social Benefits Tribunal, also revealed that welfare staff avoided running an immigration check on the applicant so they would not put his ability to stay in Canada at risk.
